What is a tender video?
A tender video is a film a bidder submits with a written tender or proposal to show who the bidder is and how the proposed solution works. Tenders that ask for one usually set its running time and file format, and some score it as part of the evaluation. For Singapore public-sector tenders, the video requirement sits in the documents published on GeBIZ, the government e-procurement portal. The usual shape is an opening, a walkthrough of the solution in action, proof of track record, and a close on commitments. The same approach serves pitch videos for a prospective client and private-sector RFP responses.
What We Do
Designed Around What the Panel Remembers
The tender asks for a video, and the submission date is already fixed. In one tender we have seen, the video carried 10% of the evaluation score. The people who know your solution best are engineers and architects who are not used to being filmed, and the solution itself may not exist yet.
Dustin Hill Productions brings more than ten years of corporate video production to the bid team, from the first read of the tender to the final file. We work closely with you on your unique selling points and on the showcase use case that proves them, then build the film around what the panel must remember. Your own experts are the cast, and every part of the solution, built or not, can be seen at work before the tender closes.
Why Tender Work Is Different
Built to Be Right the First Time
Three fixed points shape how a tender video is planned, and each has a practical answer.
-
The Deadline Does Not Move
Submission day is set by the issuing agency or company, and the proposal is still being written while the video is made. That makes the date the plan. We count backwards from it and fix two dates first, when the script is locked and when the final file is due. The review rounds and the filming fit between them.
-
Every Word Is a Commitment
Said on camera, a sentence can be read as an undertaking. "Live in phase two" spoken as "live in phase one" is a different promise, and a bid can end up promising what it never meant to. The script is locked against the proposal's wording, and subtitles are checked so every term reads as the proposal spells it.
-
The Portal Has Rules
Every tender sets its own running time and file rules, and the portal applies them as written. One Singapore public tender in 2026 set a 150MB attachment limit and refused cloud-sharing links. Late submissions would be disqualified. We build the rules into the brief, so the file is one less thing to worry about on submission day.
Anatomy of a Tender Video
Four Chapters, One Argument
A tender video works when your own experts show the solution working and every word matches the written proposal.
-
01 Opening
Who the bidder is and how it reads the problem the tender is trying to solve.
-
02 Solution in Action
The proposed solution shown operating, often tied to a specific section of the written proposal.
-
03 Proof
Case studies and track record that show the bidder has done this before.
-
04 Close
The commitments the bidder is making and what happens next.
A short executive cut of about 2 minutes can sit alongside the full video.
What We Produce
What Your Video Can Show
Anything in the proposal that a panel would grasp faster on screen can be shown there.
-
Your Experts on Camera
We film your own experts in their office or in a studio and direct them, so people who are new to the camera come across as the specialists they are.
-
Solution Walkthroughs and Demos
A solution demo video starts from your software and dashboards, screen-recorded by us or by your engineers. We then reframe and annotate each recording so the panel can follow every step.
-
Architecture and Frameworks, Animated
The architecture and process diagrams from your proposal deck are animated in the order you would explain them, showing how each part connects to the next.
-
3D for Unbuilt Solutions
A platform or a production line that exists only in the proposal is visualised in 3D and rendered to look photographed, so the panel sees it operating before anything has been built.
-
Case Studies and Proof
Your track record goes into the film as short case studies, each built so a panel can take in the outcome and the scale at a glance.
-
Subtitles and Delivery to Spec
Every cut carries subtitles, checked so each technical term matches the proposal's spelling. Files arrive to the tender's running time and resolution, with a burned-in subtitled version and separate SRT and VTT caption files.
3D Visualisation
Shown Before It Exists
Some of the strongest ideas in a proposal are still on a drawing board when the tender closes. 3D development puts an automated production line or a vehicle in front of the panel in footage that looks photographed, so they can judge what it will do before a single part exists. Where the strength lies in how a system works, animation shows the parts connecting and the work moving between them. Whatever the bid proposes, the panel can watch it operate, whether or not it has been built.
How We Work
From Brief to Submission-Ready File
Five steps, each with a date of its own, all set by working back from your submission date.
-
Brief and Proposal Read-Through
An NDA is signed before the brief is shared. We then read the tender's own documents alongside your proposal, noting the running time the tender allows and the weight the video carries in the scoring. Every date after that is set from the day the tender is due.

Script Locked to the Proposal
We work with the bid team on the unique selling points the video has to land and on the showcase use case that proves them. The script is then written and locked against the proposal's wording, and a storyboard maps each scene before anything is filmed.
Locked before the camera rolls
- The unique selling points, worded as in the proposal
- Every commitment the video makes
- Each figure and technical term, spelled to match
- The demonstration, scene by scene
- The running time the tender allows
If the film and the proposal ever disagree, the film changes.

Filming Experts, Capturing Demos
Filming starts only after the script and storyboard are locked, so nobody has to improvise a commitment on the day. Your experts are filmed in their own office or in a studio and directed throughout. Screen demos are recorded by us or by your engineers and go into the edit ready to be reframed and annotated.
-
Edit and Timestamped Reviews
The film is cut to the storyboard, and the diagrams from your proposal deck are animated to match. Feedback runs in timestamped rounds, so every note points to an exact moment and nothing is lost between the bid team and its reviewers.
If an expert misspeaks, the word can often be corrected in the edit without a reshoot. When several people have to approve the film, our guide to getting a video through stakeholder and legal review shows how their notes fit around one schedule.

Subtitle QA and Delivery
Subtitles get a dedicated QA pass, with every technical term checked against the proposal's own spelling. The film is then exported to the tender's running time and resolution, as a burned-in subtitled version with separate SRT and VTT caption files ready for upload.
Where a portal caps attachment size, we re-encode or split the file so it goes in the way the portal asks. The final delivery date for the files is set ahead of the deadline, which leaves your team room for the upload.

Confidentiality
NDA First, Then the Brief
The solution in your proposal is what a competitor would most like to see, so the work is treated as confidential for as long as it is in our hands. Dustin Hill has made tender videos for bids on Singapore public-sector programmes, and this is as specific as we will ever be about it. Bid material is handled the way your organisation instructs, and nothing about your bid is ours to share.
- An NDA is signed before the brief is shared.
- Review copies go out on restricted links only.
- No portfolio or showreel use, and nothing on social, without written consent.
- We never say who we are working for.
Pitch Videos
One Approach, Every Bid
A pitch to a prospective client or a private-sector RFP response asks a video to do the same job as a public tender video. Shortlist presentations follow the same approach, and the video can come before a live demonstration round. Footage and animation can be re-cut afterwards for the next bid or for sales.

Frequently Asked Questions
What is a tender video?
A tender video, also called a tender submission video or bid video, is the film a bidder attaches to a tender or proposal so the evaluation panel can see who is bidding and watch the proposed solution at work. The tender usually sets the running time and file format, and some tenders score the video in its own right. Client pitches and private-sector RFP responses use the same kind of film, usually called a pitch video or proposal video.
How long should a tender video be?
The tender's own instructions set the running time. The tender videos Dustin Hill has made have run from about 4 minutes to about 15 minutes, each length fixed by the tender it answered. A short executive cut of about 2 minutes can sit alongside the full version. If the instructions leave the length open, we settle it with your bid team around what the panel must remember.
Where do I find the video requirement in a tender?
In the tender's own documents. For Singapore public-sector tenders, those are the files downloaded from GeBIZ, the government e-procurement portal. For enterprise RFPs, they come from the issuing company. Each tender writes its own video requirement and scoring weight into those documents, so general procurement handbooks will not carry it. If the wording is unclear, share it with us and we will read it with you.
How much does tender video production cost in Singapore?
Most tender and pitch videos fall between SGD 15,000 and SGD 45,000. Work that needs 3D visualisation or heavier animation sits above that range, and so does a production with extra shoot days. Every quote from Dustin Hill is scoped to the tender's own requirements, so the final figure is subject to change as scope is confirmed. Give us the video requirement and your submission date for a clear view of where yours is likely to fall.
How long does it take to produce a tender video?
It depends on scope, and the schedule is built backwards from your submission date. In our experience, recent tender videos have gone from first brief to submission-ready file in under two weeks. The length of the film and any 3D or animation shape the timeline most, with the review rounds planned in from the start. Tell us your date when you get in touch and we will say plainly what fits.
Can you show a solution or product that doesn't exist yet?
Yes. 3D visualisation shows a platform or a production line running before it exists, rendered to look photographed. Architecture and process diagrams from your proposal can be animated to show how the parts work together and how work moves between them. The parts that already exist, such as working software, are screen-recorded running, so the film can show the real and the visualised side by side.
How do you keep our bid confidential?
An NDA is signed before we see the brief. Review copies go out on restricted links, and we never say who we are working for. Nothing appears in our portfolio or showreel, and nothing goes on social, without your written consent. Bid material is handled the way your organisation instructs. If your bid team runs its own confidentiality process, tell us at the first conversation and we will work to it.
What format, file size and subtitles do tender portals need?
Each tender sets its own, so the tender documents decide. Dustin Hill delivers to the stated running time and resolution, with a burned-in subtitled version and separate SRT and VTT caption files. Where a portal caps attachment size, we re-encode or split the file. One Singapore public tender in 2026 set a 150MB attachment limit and refused cloud-sharing links, so the file is worth planning early. Share the requirements and we will build to them.
Tell us your submission date and what the tender asks for, and we will build the plan around it.
